Prediction,

This should be a good fight, it certainly good for the early end of the undercard. This is a low level fight, two 8 round fighters, neither with great amateur backgrounds, neither guy even Area champions or former champions, out of the 29 past opponents between them, only 8 didn't have a losing record, 21 did not have winning records.
Despite this not being a fight on paper you want to see and make note of, it is still a fight between two fighters who are young (24 and 25), unbeaten, and when it comes to fight time, against each other, will give the fans just as much entertainment value in terms of the actual action itself, as a much higher level fight.
This is more or less a dead even 50.0/50.0 fight.
Neither of these guys are big punchers, neither have lost a fight, neither are particularly inexperienced at the weight, both are 24-25, both have between 13 and 15 wins, both have beaten between 2 and 3 opponents with winning records. It is very hard to predict the outcome of this fight.

Tetley has won all his fights, Cartwright battled to a draw in 2016, and Tetley has had a fight more than Cartwright, so he has a couple more wins.
Tetley is a couple of inches taller than Cartwright, height matters in boxing.
Tetley turned pro in 2013, Cartwright turned pro in 2014.

Cartwright has been more active in the past couple of years.
Cartwright has had a lot of fights at middleweight, Tetley has never been above 152, and has scaled lighter than Cartwright in past fights, so Cartwright is bigger at 147, and as long as he has no issues making 147, the weight should benfit him in the early rounds.
Despite being the hevaier fighter in past fights, and fighting at well over 150 up until his last fight (so throughout his first 13 fights), he made 147 in his last fight, weighed in at 146.5, which means he can get down to the weight, isn't too tall, but also might still have some extra physical strength having competed at a higher weight, and is used to fighting bigger fighters. Depsite Tetley having fought at welterweight 7 times, and having not ever fought at 154 really, he hasn't made 147 since 2016.

This is a European title fight, so in terms of the significance of the fight, it is leap up for both fighters, and a promotion, which is good, they both have a lot to gain for sure.

I think this fight ends in a draw. It isn't that I can't pick a winner, I just don't think there is anything in it, and I think a draw is more likely than either guy winning. I would bd surprised of this wasn't very, very close.
